Dr. Elom is an accomplished Organization Development, Healthcare Quality, Patient Safety, and Health Systems Consultant with extensive experience working with international and local organizations such as UNDP, WHO, UNICEF, Last Mile Health, and GIZ-Accra. He has worked in ten countries and supported five of these to develop and implement their National Quality Policies and Strategies (NQPSs), including establishing governance systems and building capacity to institutionalize a culture of quality and patient safety across all levels of health care.
Currently serving as the Technical Director of the African Institute for Healthcare Quality, Safety and Accreditation (AfIHQSA), Elom leads the design of interventions that strengthen both organizational and individual capacity.
Elom is a researcher with interests in quality and patient safety, health systems strengthening, legislative frameworks and noncommunicable diseases. He has collaborated with leading institutions such as the Heidelberg Institute of Global Health, the Swiss Tropical and Public Health Institute, and Brigham and Women’s Hospital, and has published widely in peer-reviewed journals.
Elom has played a pivotal role in standards development and accreditation, serving as one of the ISQua representatives on the ISO Technical Committee 304 that developed the ISO 7101:2023 Healthcare Management Quality System Standards. He also serves as a member of the Technical Committee of COHSASA, on the African Regional Standards Organisation (ARSO), Ghana’s National Mirror Committee on Healthcare Organization Management, and is a Certified Hospital Surveyor (CHS).
A Fellow and Expert of the International Society for Quality in Health Care (ISQua), Elom is currently an ISQua–Lucian Leape Fellow for Patient Safety (2024–2026) and in his last module of an MSc in Quality and Safety Healthcare Management Program at the Royal College of Surgeons in Ireland (RCSI). He recently completed an MSc in Health Law and Ethics at the University of Ghana School of Law, and holds a PhD in Public Health with specialization in Quality and Patient Safety from the University of Ghana.
Beyond his technical and academic expertise, Elom serves as a Deputy Assistant Editor for ISQua’s IJHQC, a reviewer for IJHQC Communications, and an active contributor to ISQua conferences, where he presents and chairs various sessions. He is also a member of the Steering Committee of the ISQua-Africa Community of Practice (AfCoP) and continues to mentor emerging professionals in quality and patient safety across the continent.
